Este estudo debruça-se sobre a inclusão de utilizadores vulneráveis no sistema de transporte público em Portugal, com foco nas experiências e necessidades quotidianas destes utilizadores. Esta investigação tem como objetivo identificar os desafios e oportunidades para melhorar a acessibilidade e a inclusão no sistema, e compreender as motivações e constrangimentos que influenciam a sua utilização por parte de pessoas vulneráveis, com deficiência, ou outras condições que impactam a mobilidade. Para a cumprir o propósito deste estudo, os métodos adotados foram a entrevista e respetiva análise qualitativa, sendo a amostra um grupo de pessoas vulneráveis. Os resultados revelam que os utilizadores enfrentam diversos obstáculos no uso dos transportes públicos, como barreiras físicas, sociais e tecnológicas. Contudo, o estudo também identifica oportunidades para melhorar a inclusão deste grupo, como o uso de tecnologias inovadoras, a formação de profissionais do setor e a implementação de políticas públicas mais inclusivas. A falta de informação e infraestruturas adequadas nos transportes públicos, bem como a discriminação são os principais desafios apontados durante as entrevistas. A investigação demonstrou ainda que, embora os desafios físicos possam ser semelhantes entre as pessoas vulneráveis, as necessidades são distintas: a acessibilidade deve ser vista como um direito universal, e não apenas como uma necessidade de determinados grupos.
This study examines the inclusion of vulnerable users within Portugal’s public transport system, with a particular emphasis on their everyday experiences and specific needs. The research seeks to identify the main challenges and opportunities for enhancing accessibility and inclusion, as well as to understand the motivations and constraints influencing the use of public transport by individuals with disabilities or other conditions affecting mobility. To achieve these objectives, the study employs qualitative methodologies, including semi-structured interviews with a sample of vulnerable users, followed by thematic analysis. The findings indicate that these users encounter multiple barriers when accessing public transport, including physical, social, and technological obstacles. However, the study also highlights potential avenues for improving their inclusion, such as the adoption of innovative technologies, the specialised training of transport sector professionals, and the implementation of more inclusive public policies. Key challenges identified include the lack of accessible information, inadequate infrastructure, and experiences of discrimination. Additionally, the research reveals that while physical barriers may be common across different groups of vulnerable users, their specific needs vary significantly. Consequently, accessibility should be recognised as a universal right rather than a concern limited to particular populations.
