Neste trabalho analisou-se a metodologia de Avaliação Ambiental Estratégica aplicada aos Planos Municipais de Ordenamento do Território, em particular para os Planos de Urbanização, como um instrumento que permite um equilíbrio entre a sociedade, o ambiente e a economia de forma a atingir um desenvolvimento sustentável.
O objectivo deste trabalho foi a análise da eficácia do processo de Avaliação Ambiental Estratégica ao nível municipal, determinando os principais constrangimentos e identificando as oportunidades de melhoria
Quatro anos após a transposição da Directiva, são poucos os processos já finalizados ou em fase de conclusão. Este cenário é explicado pelo facto da AAE ser um processo recente Portugal e pela fraca clareza dos conceitos e responsabilidades das entidades intervenientes no processo.
Os principais constrangimentos ao bom desenvolvimento deste processo prendem-se com o início tardio do processo de AAE relativamente ao início da elaboração dos planos, reflectindo-se na não identificação de alternativas/cenários. A apresentação de cenários é crucial para tornar a AAE um instrumento importante no suporte à tomada de decisão; a sua não inclusão vai condicionar as medidas de mitigação e de monitorização e as directrizes de seguimento (são praticamente inexistentes ou desadequadas), reflectindo-se numa insuficiente avaliação e controlo dos efeitos significativos decorrentes da aplicação do plano.
Concluiu-se que o processo de AAE em Portugal é ainda muito recente e pouco eficaz, devendo-se procurar melhorias, ao nível dos processos, dos conteúdos, das estruturas e das metodologias, a fim de garantir um bom desempenho e a melhoria da sua eficácia.
In this project we analyzed the methodology of strategic environmental evaluation applied to the Municipal plans of territory arrangement, namely the town planning, used as a tool that allows a balance between society, environment and economics to achieve a sustainable development. The main objective of this research was to analyse the effectiveness of Strategic Environmental Assessment (SEA) process at a municipal level, identifying main constraints and opportunities for improvement. After four years of the Directive transposition, finished processes or processes near conclusion are very few. This scenario is explained by SEA being a recent process in Portugal and also by the weak clearness of concepts and responsibilities of the intervening entities in the process. The main constraints of a good SEA process development relay on a late beginning of SEA process in relation to the beginning of plans elaboration, conducting to a non identification of alternatives/scenarios. To make SEA an important supporting tool for decision-making, the integration of scenarios is seen as crucial. Non-inclusion of scenarios would result in the development of inadequate (or even inexistent) mitigation measures, monitoring and follow-up, which in turn would lead to an insufficient evaluation and monitoring of significant effects resulting from plan implementation. Therefore, it is concluded that SEA is still a recent and inefficient process in Portugal. Improvements at processes, contents, structures and methodologies must be developed, in order to assure a good performance and an effectiveness improvement.
