Desde há várias décadas, com a emergência da escola de massas, que os sistemas de educação e formação proclamam a necessidade de controlar e garantir a qualidade sobretudo dos resultados da educação. A gestão da qualidade na educação procura a melhoria dos processos independentemente da definição, conceito e ponto de vista. Diferentes conceitos exigem formas específicas de avaliar, medir e controlar a qualidade na educação. O Quadro de Referência Europeu de Garantia da Qualidade na Educação e Formação Profissional EQAVET (European Quality Assurance Reference Framework for Vocational Education and Training) estabelece 10 critérios de qualidade, que devem presidir à sua implementação acresce ainda que o quadro deverá assegurar a qualidade dos resultados de aprendizagem. Há necessidade de enunciar o que o aluno conhece, compreende e é capaz de fazer aquando da conclusão do curso. Esta comunicação pretende analisar de que qualidade se trata no Quadro EQAVET, como se promove, controla garante a qualidade dos resultados de aprendizagem. Perceber se as escolas que o implementaram seguiram como objetivo uma melhoria sustentada dos modos de ensinar e de fazer aprender, da qualidade das aprendizagens dos alunos e na melhoria da qualidade da organização escolar ou se subordinaram a outras agendas mais formais e institucionais.
For decades with the emergence of a mass schooling, the education and training systems have claimed the need to control and ensure the quality especially from the outcomes of education. Quality management in education seeks to improve its processes regardless of definition, concept and point of view. Different concepts demand specific ways of assessing, measuring and controlling quality in education. The European Quality Assurance Reference Framework for Vocational Education and Training lays down 10 quality criteria, which should govern their implementation and also ensure the quality of learning outcomes. There is a need to state what the student knows, understands and is able to do at the conclusion of the course. This communication aims to analyse which quality is being developed in the EQAVET Framework, how it is promoted, and if it controls and guarantees the quality of the learning outcomes. Understand if the schools that initiated it followed the objective of a sustained improvement in the ways of teaching and learning, of the quality of the student learning process and the improvement of the school organization, or whether they were subordinated to other more formal and institutional agendas.
