This study explores how digital technologies can improve the efficiency of urban mobility systems in smart cities. It highlights three key enablers: Artificial Intelligence (AI), the Internet of Things (IoT), and Mobility-as-a-Service (MaaS), while assessing their impact on five important areas: travel time, safety, accessibility, sustainability, and cost-effectiveness. Using a qualitative approach, the research gathers insights from interviews with urban planning, engineering, technology, and public policy experts. It examines the technical functions of these tools alongside the broader conditions necessary for their successful implementation in cities. Findings suggest that digital technologies enhance real-time decision-making, optimize routing, and create fairer transportation networks. However, their success depends on the presence of adequate infrastructure, good governance, and suitable policies. Major challenges include disjointed physical systems, poor data governance, strict regulations, and unequal access to digital services. Experts emphasise co-designing solutions with users, improving physical infrastructure, and managing data transparently and ethically. For digital mobility to thrive, cities need to adopt modular technologies, create flexible policy frameworks, and develop responsive and fair systems. This study highlights that smart mobility involves both technical and socio-technical challenges, with its success reliant on how well cities merge innovation with inclusive governance to create efficient, sustainable, and equitable transportation systems.
