The Norwegian and the Portuguese marine clusters : a comparative study

| dc.description.abstract | The purpose of this thesis is to evaluate the level of competitiveness of two different marine clusters, namely the Norwegian and the Portuguese. For that, the Diamond Model will be firstly applied to allow an analysis of the economic environment in which the clusters belong. Afterwards, the Emerald Model will help accessing the cluster’s overall attractiveness, through a deep analysis of its six dimensions along with the cluster knowledge dynamics. The findings of this qualitative research indicate that the Norwegian seafood cluster is indeed more developed, i.e., more competitive than the Portuguese, namely due to its steady macroeconomic environment, developed cluster programmes, highly qualified research institutions and the huge investments in R&D that undeniably bring increased levels of innovation and productivity to the seafood industry, among others. Oppositely, the Portuguese cluster is still in the development process, has more notable flaws in the levels of education of the workforce and is not being capable to attract much private investments due to excess bureaucracy, along with the low levels of R&D investment. | pt_PT |
| dc.description.abstract | O propósito desta tese é avaliar o nível de competitividade dos clusters marinhos da Noruega e de Portugal. Para tal, o Modelo do Diamante será inicialmente aplicado para que possa ser realizada uma análise do ambiente macroeconómico no qual o cluster se insere. Posteriormente, o Modelo da Esmeralda irá possibilitar a avaliação da atratividade do cluster em geral, através de uma análise detalhada das seis dimensões que o compõem para além das iniciativas de transmissão de conhecimento dentro do cluster. Os resultados desta análise indicam que, de facto, o cluster Norueguês das pescas e aquacultura encontra-se bastante mais desenvolvido que o cluster Português, isto é, mais competitivo, devido a várias razões tais como o ambiente macroeconómico estável do país, o estado avançado de desenvolvimento dos seus programas de clusters, a extrema qualidade das instituições de investigação e também os elevados níveis de investimento em I&D que sem dúvida trazem níveis acrescidos de inovação e produtividade para a indústria. Contrariamente, o cluster Português ainda está em fase de desenvolvimento, tem falhas mais acentuadas a nível das qualificações dos trabalhadores do sector, e não está a ser capaz de atrair investimento privado para a indústria devido ao excesso de burocracias, para além do baixo nível de investimento em I&D. | pt_PT |
