As grandes cidades apresentam dinâmicas urbanas mais complexas, exigindo das organizações respostas rápidas e eficazes, sobretudo nos países em desenvolvimento, onde o crescimento demográfico acelerado acentua a pressão sobre os serviços essenciais e os recursos disponíveis. Neste contexto, as organizações são desafiadas a otimizar processos e a adotar práticas de gestão mais eficientes, assegurando a utilização racional dos recursos e a melhoria do desempenho. Para as instituições públicas os desafios são maiores, uma vez que, além das limitações de recursos, enfrentam pressão social e institucional por uma gestão mais transparente, eficiente e orientada para os resultados. Neste contexto, ferramentas de gestão estratégica como o Balanced Scorecard (BSC) que auxiliam as organizações a traduzir a sua estratégia em objetivos, metas, indicadores e iniciativas concretas, apresenta-se como uma potencial escolha, uma vez que têm a característica de flexibilidade, permitindo a sua adaptação em qualquer área e contexto. Além disso, dada a ausência de estudos prévios que explorem a implementação desta ferramenta no sector de transportes públicos em Angola, este estudo oferece uma oportunidade única para contribuir com novos conhecimentos para a academia e para os gestores públicos, introduzindo uma abordagem estratégica comprovada em outros contextos. A presente dissertação pretende avaliar a viabilidade de implementação do BSC no setor dos transportes públicos coletivos urbanos rodoviários de passageiros em Luanda, utilizandose a Empresa de Transporte Coletivo Urbano de Luanda (TCUL) como estudo de caso por efetuar o serviço de transportação em autocarros a população da província.
Large cities have more complex urban dynamics, requiring organizations to respond quickly and effectively, especially in developing countries, where accelerated population growth increases the pressure on essential services and available resources. In this context, organizations are challenged to optimize processes and adopt more efficient management practices, ensuring the rational use of resources and improved performance. For public institutions, the challenges are greater, since, in addition to resource limitations, they face social and institutional pressure for more transparent, efficient and resultsoriented management. In this context, strategic management tools such as the Balanced Scorecard (BSC) that help organizations translate their strategy into objectives, goals, indicators and concrete initiatives, presents itself as a potential choice, since they have the characteristic of flexibility, allowing their adaptation in any area and context. In addition, given the absence of previous studies exploring the implementation of this tool in the public transport sector in Angola, this study offers a unique opportunity to contribute new knowledge to academia and public managers, introducing a proven strategic approach in other contexts. This dissertation aims to evaluate the feasibility of implementing the BSC in the sector of urban public transport road passenger transport in Luanda, using the Luanda Urban Collective Transport Company (TCUL) as a case study for carrying out the transport service in buses to the population of the province.
