Inequality of opportunity in German labour earnings : evidence from the SOEP, 1995–2023

This paper estimates inequality of opportunity in labour earnings in Germany across three anchor years — 1995, 2010, and 2023 — using data from the German Socio-Economic Panel (SOEP). Following Ferreira and Gignoux (2011), inequality of opportunity is defined as the component of observed earnings inequality attributable to predetermined background characteristics beyond individual control, including gender, migration background, parental education, and childhood location. The counterfactual earnings distribution is constructed by equalising observed circumstances across all individuals and comparing the resulting Mean Log Deviation to that of the observed distribution. The relative opportunity share declines monotonically from 0.181 in 1995 to 0.127 in 2023. However, the absolute opportunity share rises between 1995 and 2010, reflecting the rapid expansion of total earnings inequality during the Hartz reform period. A partial counterfactual decomposition reveals a fundamental structural change: in 1995 inequality of opportunity was almost entirely gender-driven, whereas by 2023 migration background and paternal professional education have emerged as important contributors, while childhood location has ceased to matter. Comparing gross and net earnings, the relative opportunity share is consistently higher for net earnings, indicating that the German tax-benefit system compresses within-type inequality more strongly than between-type inequality and does not reduce inequality of opportunity proportionally. All estimates represent lower bounds of the true level of inequality of opportunity.
Este artigo estima a desigualdade de oportunidades nos rendimentos do trabalho na Alemanha para três anos de referência — 1995, 2010 e 2023 — utilizando dados do Painel Socioeconómico Alemão (SOEP). Seguindo Ferreira e Gignoux (2011), a desigualdade de oportunidades é definida como a componente da desigualdade de rendimentos atribuível a características de origem predeterminadas e fora do controlo individual, nomeadamente o género, o contexto migratório, a educação dos pais e a localização na infância. A distribuição contrafactual é construída igualando as circunstâncias observadas entre todos os indivíduos e comparando o Desvio Logarítmico Médio resultante com o da distribuição observada. A quota relativa de oportunidade diminui monotonamente de 0,181 em 1995 para 0,127 em 2023. Contudo, a quota absoluta aumenta entre 1995 e 2010, refletindo a expansão da desigualdade total durante as reformas Hartz. Uma decomposição contrafactual parcial revela uma transformação estrutural fundamental: em 1995 a desigualdade de oportunidades era quase inteiramente determinada pelo género, ao passo que em 2023 o contexto migratório e a educação profissional paterna emergiram como contribuintes relevantes, enquanto a localização na infância deixou de ser significativa. A comparação entre rendimentos brutos e líquidos mostra que a quota relativa é sistematicamente superior para os rendimentos líquidos, indicando que o sistema fiscal alemão não reduz a desigualdade de oportunidades de forma proporcional. Todas as estimativas constituem limites inferiores do verdadeiro nível de desigualdade de oportunidades.
