Resumo(s)

The confluence of global crises, specifically the COVID-19 Pandemic and accelerating climate change, calls for a paradigm shift towards enhanced urban resilience and human-centric planning. We contend that the 15-Minute City (15 MC) model is rooted in chrono-urbanism (the organization of urban space around time). Recognizing the socio-political resistance and planning complexities surrounding its implementation, the 15MC provides an interesting framework for achieving the United Nations Sustainable Development Goal 11 (SDG 11). This approach challenges car-centric urban theories by integrating resilience thinking with a multi-dimensional strategy focused on three interdependent axes: Socio-Spatial Equity and Justice (addressing walkability, equitable access, density, and liveability to mitigate inequalities), Environmental Performance (sustainable energy and urban mobility), and Institutional Governance (including public-private collaboration models). The primary contribution is advancing knowledge on the legal and institutional reforms required to transition the 15MC concept into practical urban policy. By systematically addressing legal challenges and governance issues, this research provides a blueprint for resilient urban development. The analysis is framed within the European mandate for economic decarbonization and the circular economy, ensuring alignment with global sustainability goals.
