Sustainability practices in two large hydroelectric dams in Brazil : a comparison against industry standards

This dissertation aims to conduct a case study of corporate social responsibility at two hydroelectric power plants in Brazil, the UHE Tucuruí and UHE Belo Monte. As the need for renewable energy is set to increase, companies, governments, and stakeholders need to consider the environmental and social impacts of future hydropower projects. The work intends to answer how the companies responsible for Belo Monte and Tucuruí dams conducted their corporate social responsibility practices, and how these practices compare to industry sustainability standards. The goal of this work is to collect theory and data on the topic that can be useful for future infrastructure projects in Brazil. A mixed-method research approach with document analysis and semi-structured interviews was adopted. Interviews were analysed using thematic content analysis. To answer the research questions and compare companies’ sustainability practices to industry standards, the Hydropower Sustainability Guidelines wereused as a parameter. The main takeaways are: Brazil has improved its environmental legislation since the 1970s, and there were also institutional improvements that helped increase public participation. However, hydropower plants still do not adopt good practice standards, and the locals still suffer from the insufficient compensation and mitigation measures. The conclusion of this work indicates that the construction of the hydroelectric projects Belo Monte and Tucuruí is associated with various conflicts and is far from being environmentally and socially responsible.
A dissertação conduz um estudo de caso de responsabilidade social corporativa em duas usinas hidrelétricas brasileiras, a UHE de Tucuruí e a UHE de Belo Monte. Conforme a necessidade por energias renováveis aumenta, empresas, governos e stakeholders precisam considerar os impactos sociais e ambientais de futuras usinas hidrelétricas. Este trabalho pretende responder como as empresas responsáveis por Belo Monte e Tucuruí efetuaram a responsabilidade social corporativa e como essas práticas são comparadas aos padrões de boas práticas da indústria. Metodologia mista combinando análise documental e entrevistas semiestruturadas foi adotada e as entrevistas foram analisadas usando análise temática de conteúdo. Os HydropowerSustainability Guidelines foram usados como parâmetros para comparar práticas e responder às perguntas de pesquisa. As principais conclusões são que o Brasil aprimorou a sua legislação ambiental desde os anos 70 e também criou e aprimorou suas instituições, o que aumentou a participação popular no processo. No entanto, as usinas hidrelétricas ainda falham em adotar boas práticas da indústria e as populações atingidas ainda sofrem com medidas de compensação e mitigação insuficientes. A conclusão indica que projetos como Belo Monte e Tucuruí estão associados a vários conflitos sociais e ambientais e não podem ser considerados responsáveis do ponto de vista da responsabilidade social corporativa.
