Abstract(s)
As Tecnologias da Informação e da Comunicação (TIC) desempenham um papel essencial nos mecanismos de inovação e progresso empresarial. Também o setor da saúde, com vista à melhoria da sua própria gestão tem, nas últimas décadas, assistido à sua imersão tecnológica. Assim, o presente artigo pretende apresentar um ponto de situação atual e aprofundar conhecimentos acerca da aplicabilidade e evolução das TIC no setor da saúde pela definição do conceito de e-health e sua abrangência, bem como identificar eventuais barreiras e estratégias de evolução. A produção deste artigo resulta de uma revisão integrativa da bibliografia existente inerente ao tema das TIC em saúde e e-health,, sua implementação e perspetivas de futuro ao nível do contexto mundial e seu paralelismo português. Para a recolha dos dados utilizaram-se como principais bases de dados “B-ON”, “PROQUEST” e “ACADEMIA”, bem como sites oficiais de organizações, como é o caso da Organização Mundial de Saúde. Constata-se que e-health é um tema presente e central nas agendas mundiais contudo, são ainda muitas as barreiras significativas à sua eficácia, as quais requerem esforços adicionais por parte de organizações como a OMS, entre outras. Também no caso português é essencial um empenho constante e progressivo para a implementação de novas medidas que possibilitem um acesso mais equitativo a toda a população, refletindo-se na melhoria das suas condições de saúde e consequente redução dos custos em saúde. Assim, importa também investigar quanto às potenciais condicionantes para a mudança e mecanismos de transposição das mesmas.
Information Technology (IT) plays a substantial role in business innovation and progress nowadays. Aiming to improve its own management the healthcare sector has experienced, over the past decades, its own technological immersion. Considering that, this paper intends to establish a state of progress and deepen knowledge in the field of application and evolution of IT in the healthcare sector by defining the concept and coverage of e-health as well as identify possible barriers and strategies to progress. This paper results from an integrative review of the existing bibliography in the field of IT in healthcare and e-health, it’s implementation and worldwide future perspective but also to set a bridge to the Portuguese experience. Data collection was obtained through “B-ON”, “PROQUEST” and “ACADEMIA” databases and healthcare related organization’s websites as it is an example the World Health Organization. We verify that e-health is indeed at the center of worldwide agenda’s but there are still many significant barriers that compromise its efficiency requiring additional efforts from organizations such as WHO among others. In respect to the Portuguese health service, it is essential that constant investment and progression to implement new measures that ensure a more equal access to all the population is made in order to achieve a positive impact on their healthcare and consequent reduction of healthcare costs. Following that, it’s also important to investigate about potential conditioning factors for change and how to overcome that.
