Estudo sobre a RTP Palco, uma plataforma digital gratuita do operador público português, que se dedica às artes performativas e, enquanto instrumento de transformação digital, tenta cumprir a missão de serviço público de promoção e democratização da cultura. A investigação combina entrevistas semiestruturadas com três responsáveis da RTP, análise documental, dados de audiências, contextualização do mercado digital português e também um inquérito ao público. Os resultados revelam que a RTP Palco não tem nenhum caso semelhante no panorama europeu, sendo a única plataforma de serviço público que combina acesso gratuito, ausência de publicidade e foco exclusivo em artes performativas. A plataforma acompanhou a reorganização da RTP em áreas editoriais transversais aos canais lineares e materializa três dimensões do posicionamento de serviço público, a democratização do acesso, o registo patrimonial e o aumento do investimento público na cultura. A investigação encontrou constrangimentos estruturais, desde a complexidade dos direitos de autor, a escassez de recursos e o défice de notoriedade da plataforma. O inquérito confirma que o público valoriza a cultura e reconhece a responsabilidade da RTP neste domínio, mas os seus hábitos digitais concentram-se em plataformas generalistas. O problema da RTP Palco não é de conceito, nem de conteúdo, mas de alcance e integração nos hábitos digitais quotidianos.
This dissertation analyzes RTP Palco, a free digital platform operated by the Portuguese public broadcaster, which is dedicated to the performing arts and, as an instrument of digital transformation, seeks to fulfill RTP’s public service mission of promoting and democratizing culture. The research combines semi-structured interviews with three RTP executives, documentary analysis, audience data, contextualization of the Portuguese digital market and a public survey. The results reveal that RTP Palco has no equivalent in the European landscape, being the only public service platform that combines free access, the absence of advertising, and an exclusive focus on the performing arts. The platform accompanied RTP’s reorganization across editorial areas spanning linear channels and embodies three dimensions of public service positioning, which are democratization of access, cultural heritage preservation, and increased public investment in culture. The research identified structural constraints, ranging from the complexity of copyright issues to resource scarcity and the platform’s lack of visibility. The survey confirms that the public values culture and recognizes RTPÕs responsibility in this area, but their digital habits are concentrated on general-interest platforms. RTP Palco’s problem is not one of concept or content, but of reach and integration into everyday digital habits.
