A ação pastoral de D. Américo Ferreira dos Santos Silva adquiriu um lugar de relevo na história da diocese portucalense. O seu episcopado, pela assinalável duração de 28 anos e pela orientação seguida, favoreceu a reorganização eclesial no Porto e permite uma aproximação à situação da Igreja em Portugal, dada a proximidade do bispo relativamente aos círculos do poder constitucional que o elevaram ao episcopado e ao cardinalato, a sua intervenção na questão religiosa que assolava o país, o seu apoio ao movimento católico que, a partir do Porto, ganhou dimensão nacional, e a atenção dada à formação e identidade do clero, aspeto em que a diocese do Porto também encabeçou a necessária renovação. O presente estudo detém-se apenas sobre este último aspeto. Abordando brevemente a refundação do Seminário diocesano, estuda sobretudo a renovação e a disciplina do clero portucalense, atendendo à formação universitária de algum clero jovem em Portugal e em Roma, ao recurso aos exames para a concessão de licenças e a colação de benefícios como meio de combate à ignorância do clero, e aos vários aspetos por que passou a ação disciplinadora do prelado, no que se refere ao cuidado pastoral, ao compromisso político e à vida moral dos presbíteros. As constantes da intervenção de D. Américo permitem evidenciar o seu zelo pela formação e pela disciplina e compreender melhor ao tempo o estado do clero portucalense.
The pastoral action of D. Américo Ferreira dos Santos Silva has acquired a significant place in the dioceses portucalense. His episcopacy, through its considerable duration of 28 years and through its specific orientation, favored the ecclesiastical reorganization of Porto and allows an approach to the situation church was going through in Portugal, since the bishop was close to the circles of the constitutional power which elevated him to the episcopate and to the order of cardinal, had an intervention in the “religious question” that affected the country, supported the catholic movement which, from Porto, won a national dimension, and gave attention to the formation and to the identity of the clergy, which was an aspect where the dioceses of Porto also led a real renovation. This study detains itself only in this last aspect. Briefly addressing the refoundation of the diocesan Seminary, it studies mainly the renovation and the discipline of the portucalense clergy, attending to the academic formation of some of the young clergy in Portugal and in Rome, to the exams to concede licenses, to the collation of benefices as a mean to combat the ignorance from the clergy and to the several aspects that composed the pastoral action of the prelate, concerning the pastoral caring, the political compromise and the moral life of priests. The constants in the intervention of D. Américo allow us to highlight its zeal for formation and discipline and better understand the state of the Portuguese clergy.
