Diante deste trajeto, procuraremos apresentar e criticar o desempenho de Portugal, em torno de Soft Power. O presente trabalho desenvolve-se em três capítulos, tal como referido no índice. Pretendemos apresentar e analisar os ativos da Política Externa Portuguesa, desde a instauração do período democrático de 1976, e como se revelam estratégicos para a afirmação de Portugal na comunidade internacional, nomeadamente no âmbito do Soft Power. Recorremos aos pilares e métricas propostas pelo Global Soft Power Index 2022, pelo seu grau de detalhe, desenvolvendo-as. Por conseguinte, analisaremos Portugal de acordo com os seguintes pilares de Soft Power: Cultura e Herança, Governação, Relações Internacionais, Negócios e Comércio, Media e Comunicação, Educação e Tecnologia e, Pessoas e Valores (Finance, 2022). Referiremos, comparativamente, determinados casos de sucesso de outros Estados, na generalidade das categorias, com vista a tirar lições, pela positiva, para Portugal. Por fim, encontrar-nos-emos em condições de formular, ao longo do trabalho, críticas e/ou recomendações a lançar em relação ao objeto de estudo, no caso português. Concluímos que o Soft Power, é uma forma de exercício do Poder útil para a Política Externa Portuguesa, tal como estrutural para o desenvolvimento e projeção da influência de Portugal, enquanto player na comunidade internacional.This dissertation is about Soft Power, a concept coined by Joseph Nye in his book "Bound To Lead: The Changing Nature of American Power" (Nye, 1990); a form of exercising power in international relations, being considered, like diplomacy, a tool of State Foreign Policy. Given this path, we will try to present and criticize Portugal's performance around Soft Power. This work is developed in three chapters, as mentioned in the table of contents. We intend to present and analyze the assets of Portuguese Foreign Policy since the establishment of the democratic period in 1976 and how they prove to be strategic for the affirmation of Portugal in the international community, mainly in the context of Soft Power. We resort to the pillars and metrics proposed by the Global Soft Power Index 2022 due to their degree of detail. Therefore, we will analyze Portugal using the Soft Power pillars: Culture and Heritage, Governance, International Relations, Business and Trade, Media and Communication, Education and Technology, and People and Values (Finance, 2022). In most categories, we will refer to some instances of success of other states to draw positive lessons for Portugal. Finally, we will be able to formulate, throughout the work, criticisms, and recommendations to be launched concerning the object of study, in the Portuguese case.
