Desenvolve-se uma reflexão sobre as opções políticas e as relações de poder que se estabelecem entre os diversos protagonistas dos campos político, regulatório, dos media e da sociedade civil relativamente à definição do âmbito da missão, financiamento e modelo de governação do operador de serviço público RTP. O intervalo temporal selecionado justifica-se pelo facto de o operador público RTP, nesse período, ser confrontado com dois processos de reestruturação, ambos sob a égide de governos de centro-direita, intervalados por um ciclo governativo do Partido Socialista. Num primeiro momento, nos anos de 2002 e 2003, durante o XV Governo Constitucional, presidido por Durão Barroso, ocorre a alteração do modelo de organização e de financiamento do serviço público. Posteriormente, em 2011, com o XIX Governo Constitucional, sob a liderança de Passos Coelho, evolui-se da intenção de privatizar parcialmente o serviço público para a redefinição do modelo de financiamento e de governação da RTP.Anchored in the Political Economy of Media, the research presented here focuses on the evolution of the public service media model in Portugal, in the period between 2002 and 2014. It develops a reflection on the political options and power relations that are established between the various protagonists in the political, regulatory, media and civil society fields regarding the definition of the scope of the mission, financing and governance model of the RTP public service operator. The time interval selected is justified by the fact that the public operator RTP, in that period, was confronted with two restructuring processes, both under the aegis of center-right governments, interspersed by a government cycle of the Socialist Party. At first, in 2002 and 2003, during the XV Constitutional Government, presided over by Durão Barroso, there was a change in the model of organisation and financing of the public service.
