Conforme aludem os artigos 24.º, nº 1 e 42.º, nº 2 do Tratado da União Europeia. Identificam-se, ainda, os principais desafios e vantagens de uma, ou outra ação, em outras palavras, juntar subsídios para a pergunta de se estruturar ou não uma Europa da Defesa.After North American pressure, hostile behavior from Russia, the United Kingdom's withdrawal from the European Union and security concerns in the Eurozone, the European Union's stance has changed dramatically. In this sense, the present investigation assesses whether the recent “activation” of the protocol on Permanent Structured Cooperation provided for in Article 42 (6) of the Treaty on European Union, could be the prelude to a Common Defense in the European Union.
