The companies’ privatization policy in the 90’s, that favoured the definition of public service contracts with private companies, gave rise to a debate on the necessary “compromise” between what has its origin on public intervention and what’s determined by market logics. The research was carried within a private company, to whom was imposed the fulfilment of public service obligations. The aim is to know how public service value is preserved in a competitive market.
